Hi Richard - Canada has extended the definition of immediate family members of Canadian citizens or permanent residents who will be allowed to enter Canada as part of the COVID 19 travel restrictions to include extended family members which include a person you have been in an exclusive dating relationship for at least 1 year and have spent time in the physical presence of that person at some point during the relationship

So at the present time, your girlfriend will not be allowed entry to Canada as your extended family member until you have been dating for one year and have spent time physically together. However, hopefully in 6 months time, the COVID 19 travel restrictions will have eased up as the situation improves in Canada and visitors to Canada will be able to come as they did before COVID 19, if they have a valid passport and Canadian visitor visa without having to prove their familial relationship to a Canadian citizen or permanent resident.
