I am checking what you can do because of COVID.

You can apply for your study permit online. You cannot at this time apply for it at the border. You have to show proof of acceptance from your University.

If you cannot get biometrics back home right now you will be OK. You have to send a letter to Canada immigration setting out why you cannot get the biometrics. They will already know anyway. You should start reading all of this information here:

You would explain why you don't have your biometrics. You would say the offices are all closed because of COVID. They will not refuse your application because of this as you will read.

Sure you can try doing biometrics in the US but I don't know if CIC will accept them or not.

This is an unprecedented time. It's never happened before and things change often daily.

I'm not sure what you mean but I think you have to apply for the visa online as a site says and you must accompany the application with a note indicating that you will not be able to get the biometrics for now.
