Without the information I requested, I can only give a general answer, but I hope this is helpful.

If the answer to my question is no then you'll have to start from scratch and apply for permanent residency status again. You can apply as a skilled worker that should work well.

If you can get a job offer your chances of success will be greater but a job offer is not mandatory.

In 2000 I moved to the USA on a investor visa
.
I live on the border and traveled sometimes 3 times a day to Canada for my business or children's.
2002 a canadien custom officer ripped out my canadien visa of my passport even I told him I still have a house in Canada and live there also!
In 2014 I crossed on a other border crossing and the officer said I am still in the canadien system!
After I explained what happens she told me that in 2002 the officer dident send in the paper he took out of my passport!
Since my visa in USA came to a end the officer said I should reapply for my canadien visa.
It took 2 years to get a answer from immigration and by then I was married and moved to Florida.
I decided to call immigration in Montreal and cancelled the interview.
In 2018
We traveled from Florida to Vermont and try to cross to spend Christmas with my son and grandchildren!the border in my old town where weThe officer said we denied to enter
He called Montreal and the officer told me that I dident show up for my interview and also 12 years violated the law.
The officer on the border station still remember that his college took my paper out of my passport!
I would need a application to Reenter Canada!

Well I think at this time all you can do is apply from the start unless you want to retain a lawyer and try to take this to federal court but since that happened back in 2018 I think you may be stuck.

What you can do to find a lawyer in Quebec is one of the following things.

You can review the law society's suggestions on how to find a lawyer. Depending on where you live you may be able to consult with a lawyer for $25 for the first half hour:

It doesn't make sense you are being treated this way.

But it seems like you may need to apply for a TRP.
