Do you owe them rent?
Yes 2.2% is their right.
I understand how you feel but really this is not grounds for leaving early.
The landlord has the right to raise the rent once in every 12 month period. You don't have the right to pay less rent because someone else was offered the unit for less.

We have been renting a townhouse in Ottawa and will make 5 years this August. We started with a 3 year lease from Sept 2016 to August 2019 and then signed another 2 year lease ending August 31, 2021. Our landlord informed us this May that he was going to list the house for sale, which he did. The house sold on June 1 or 2 and on June 4, he served us an N12 Notice with the termination date being August 31, the end of our lease. With two kids one in grade 3 and another starting JK in Sept 2021, we quickly searched for a new place and schools. We got a place in Barhaven with availability of July 1, 2021. Given the crazy rent market and proximity of the new house to th enew school we signed a new lease. We then informed our landlord and told him we will serve him with an N9, with a termination date of may be July 17. We informed him that he will have to refund us the part of the last month and compensate us 1 month as the he N12 notice.
