That is terrible.

Your friend should tell the landlord that she will be bringing application to the landlord and tenant board as soon as they are available. She can tell her landlord that the landlord is breaching a representation she made to her and that she never would have rented the apartment had she know that the landlord would bring in a male roommate.

As well, if possible your friend should have a lawyer threaten the landlord with a lawsuit.

But I did answer. I did say that she should threaten to take him to the Board and then after she can.

But there is no way for her to stop the landlord otherwise because there is no way for her to get an order right now.

It is such a terrible situation. I am horrified when I think of it.

Well she can deal with her later on but for now she is stuck if she has no where else to go.
