Do you share a bathroom or kitchen with him?
This is a shared accommodation and therefore for you are not protected by the Residential Tenancies Act.
That means that your brother -in-law and the terms of your tenancy agreement govern and not the law.
So if your brother-in-law is treating you this badly so you cannot be comfortable in terms of the heat and so you cannot feel this is your home and have guests the best approach is to find a new place to live.
