In theory, yes, you can request a diminishing of rent if the landlord is neglecting something under his responsibility. From what I understand, the ex owner and new owner just learned about this. It would be expected for the new owner to repair this quickly if it's not done already.

I would not recommend going to Régie du logement with a demand at this point, as it's unlikely the choice to buy a new washing machine will be paid by the landlord, particularly if not formal notice had been sent to that effect and the three months of no laundry would normally act as a small percentage only of your rent. But if they don't repair this issue soon, then yes a recourse could become pertinent and even necessary.

I understand your point and it is certainly unfair. I also want to give you the right information about what you can realistically expect either from the landlord or the Court. Because there is the point of the new machine which could be very difficult to obtain as it's less causal with the liability of the landlord and the loss of proper use of the tenancy which can be justified albeit for very small portion of the monthly rent.

I'd like to clarify another point with you. Why do you say this : "The previous owners (my old landlord) did not know about the problem until 2 weeks ago" and for how long did any of the owners know about the problem?

If they did not have time to fix this, how can you reasonable expect compensation I'm just asking to better figure your position out?

I don't think you can realistically expect anything from the new owners. Because the fact you thought it was your own washer and decided to change it is too difficult in my view to link to the new or even the old owners.

However I believe you can require an immediate attention to this problem and that if they do not resolve the clog in the very short term, you could deposit a recourse at Régie du logement after haven sent them a formal notice and then your chances in my view will be very good to obtain some compensation, perhaps 150$ per month going forward, although it's not impossible that the Régie judge would give you some retroactive compensation.
