VerifiedHello! My name is Debra (formerly known as Legal Ease). Thank you for your question. I'm reviewing it now, and will post back again shortly.
They are harassing her, without a doubt.
She can take them to the Landlord Tenant Board. They cannot inspect without a good reason. They cannot do all these things they are doing. It will be clear to the Board that the landlord wants her out as one of the older tenants. But they cannot get her out so they are trying to drive her away.
Taking them to the Board will stop this. They will be ordered to stop and they will see that she is not going anywhere. As well she can and should apply for a rent abatement for the months were she has been deprived of her right to peaceful enjoyment of her home because of their actions.
She can actually retain a paralegal to act for her and I think she should.
