But that is not discrimination from a legal point of view as you know. It is not one of the enumerated grounds in the Human Rights Code.

So there is nothing you can do if someone doesn't want to hire you because of your former position.

If someone was lying about you and harming your reputation you can sue them for defamation. But it doesn't sound like you think this is the issue.

I don't think you can get them but that is a very good point. How can they be showing there are no Canadians to fill their job.

You can call the government and ask what you can see and explain why.

If you can show they are discriminating against Canadians then that is a breach of the Code.

I would think that they could not really trick the government though so it does seem puzzling/troubling.
