I understand your attachment to the child, and this is probably something that many foster parents go through when they first get started.

I think you need to talk to your contact at the CAS about how much input you have on the legal decisions surrounding the children you foster. You'll quickly find that you have essentially no input unless the agency wants to call you as a witness at trial or take a statement from you about how the child is doing.

If you start trying to circumvent the agency's presence in court you may find yourself no longer fostering. You're not a party to the action and don't have any independent access to the court file and to the judge. You're an agent of the CAS and you essentially take your orders from them.

I'm sure that this is hard to hear, but there's next to nothing you can do about this especially if you want to continue being a foster parent. Talk to your caseworker.

Evidence gets to a judge by being served on all the parties and then filed in the court file. You don't have the ability to file anything because you're not a party to the litigation. And if you start trying to file material that's contrary to the CAS' position on what is to be done with this child, you won't be a foster parent for very long.

Does that make sense?

Think about that further before you start making waves at the agency. I know it's a big bureaucracy.

But the short answer to "how do I get this letter to the judge?" is this: you can't.
