I think you are misunderstanding a few areas of the law.

First, while the judgment cannot be signed until the year has passed you can file the application with the court now. You can apply at any time. It just cannot be signed until the year passes.

Second a cease and desist letter is just a warning from a lawyer that if the person doesn't sign you will proceed to court. It has nothing to do with the divorce judgment.

So you can proceed with your divorce now or as planned.

You can retain a lawyer to send a letter and hope that your soon to be former spouse listens. But otherwise your lawyer would have to proceed to court to get a no contact order and they are not easy to get. You would have to show persistent harassment or threats etc.
