Was the second attachment the refusal letter or was there something else that set out more than the policy?
You are correct. The dog does not need to be certified, any dog or cat can be an emotional support animal. The way this becomes 'official' is by a medial specialist, such as a doctor, psychologist, or therapist, stating that the person requires an emotional support animal.
The policy at this school is blatantly on its face discriminatory. There is no legal basis whatsoever for anyone, especially an unqualified school, to determine what disabilities will be treated differently than others and to decide which have merit and which do not.
It is discrimination not to provide reasonable accommodations to someone with a disability when there is medical authority for these accommodations. The only time the accommodations can be denied is if they would cause undue hardship. For these reasons, your daughter should file a complaint with the human rights commission.
