I am sorry for your loss and for this difficult situation.
You cannot retain a notary. You will need to retain an estate litigation lawyer.
The wife is acting unlawfully and has failed to provide the necessary documentation if she has probated the Will. If she has she had to serve you with a notice of application for probate and a notice about the Wills Variation Act.
On top of that she is not adhering to the terms of the Will. Given what she is doing you need to act urgently.
You can contact the BC Branch of the Canadian Bar Association and use their Lawyer Referral Service. You will be given the name of a lawyer and can consult with the lawyer and the first half hour will be $25.
