Was your father a Canadian citizen when you were born?
If your father was Canadian when you were born then you are considered to be Canadian. In fact you have dual citizenship.
That means you simply have to apply for proof of citizenship and can do so here:
http://www.cic.gc.ca/english/citizenship/proof.asp
You can come here and move here when you like. You will never need a permit of any sort.
