Yes she most assuredly can. She doesn't have to work for free because she missed accepting the payment.

She is entirely wrong to threaten reporting you the CRA because this has nothing to do with them and they won't listen to her. But she could sue you successfully without any doubt at all. She did the work and is entitled to be paid fully for it. If she sues you she will get an order for interest and her legal costs as well.

It just doesn't make any sense not to pay her in full and at once.

I know that but the law is crystal clear and you owe her for the work she did and if she sues you she will win, without any doubt. Because she made some error does not mean she works for you for free. That is not how our society or legal system is structured.
