Why do you think it is a scam? Who would be benefiting?
You may be right but if the majority wanted them to continue to act you are stuck. Condo living is community living and it is essentially run by the democratic process.
So you are stuck if the majority support them.
They have the right to make decisions about special assessment. That is one of their roles and the majority are happy with them unfortunately.
