They cannot force you to move it outside.

They cannot fine you without proof.

If you are charged you would fight this in court and they by-law officer would have to prove that you were breaching the by-law.

They cannot charge you for this tenant's harassment but they can get that tenant charged.

You could also try and get the tenant charged by reporting this harassment to the police. Or you can also consider paying a lawyer to send the tenant and cease and desist letter threatening a court order.

And if necessary you could seek a restraining order against this tenant.

She is harassing you.

You can pay for one letter as that may work and if not you can ask the lawyer to explain what to do and you can apply for the order on your own.

No the fines would only apply if you lost.

And the police are wrong.

Sneaking around your home and the constant reports are clear harassment/stalking.

There is another route you can go if the police will not assist you.

You can attend at the Justice of the Peace's office in any criminal court.

You simply walk in, tell the JP's secretary what you want to do, and he/she will give you a form to fill out (basic information and your allegations).

Then after you hand it in, you'll speak to the JP and explain the basis for the allegations.

Then if the JP decides there is enough to lay the information, he/she will schedule a pre-enquete (relatively brief in camera hearing to determine whether or not to proceed).

Be prepared to bring any evidence or witnesses you might have for that.

That would not make sense but I don't know what they would try to do.
