The deportation order will be a problem but he doesn't have a criminal record so it is not as serious.

But he cannot apply for PR status as an entrepreneur or investor now. That category is closed.

He may be able to get a work permit if he brother offers him a job.

I think that is his best and likely only option right now.

First the categories can change and they may open up the entrepreneur category.

And if he works in Canada and is considered a skilled worker (and that changes all the time too) then he could possibly apply under the Canada Experience Class.
