I doubt this is fraudulent. Most people who are applying for immigration benefits want to receive whatever it is they are requesting. So they wouldn't give a wrong address, knowing they would never get their documents sent to them at the right address.
This most likely an administrative error or an oversight. For all we know, he is wondering where his immigration documents are.
Do you know the person personally?
