Are you saying the full fee was $200?
But that was not to apply for rehabilitation. That costs about $1200. The $200 was just for a Temporary Resident Permit which gives someone who is not admissible special permission to enter.
So you could apply for rehabilitation and then you would not ever have to worry about being inadmissible again.
There is no way to get a copy of any record.
The border officers don't provide this to anyone and it cannot be obtained.Seeing it will not help. It will simply show that you have a criminal record and have been refused entry before when trying to enter Canada.

It is not possible to predict.
You may be able to get in with TRP and pay the $200 again.
But they may require you to go through rehabilitation with takes over a year and costs quite a bit more.
