If you just drove past the person's house once, and did not linger or look through the windows or anything like that then it would very likely not constitute a criminal offence. However, if this activity persistent and the stalking is more incessant then it certainly could constitute Criminal Harassment, which is an offence under section 264 of the Criminal Code of Canada.
