Can an individual in the Netherlands be charged with Fraud Or Extortion Or both by a Canadian Citizen offering in the matter of mail in funds won in ridiculous amounts
such as in millions of cnd dollars. would that be a case that could be reasonably settled
by a Canadian Lawyer, Pro-Bono or ... I need your ideas at this time, or what action can be taken without having to bring in the Police or RCMP Special detachment.

To be frank there is no lawyer that will take this case. This type of scam is sadly common place now but the truth is that these scammers are professionals and you will not be able to find them.

And suing them would not make sense as they would not have any money or assets in their own names in any event.

In a case like this you are absolutely supposed to report this to the RCMP and the reason why is that from time to time a victim gets lucky and the police have found the scammers.
