Is the rink being rented out by the hockey board at the time that you want to enter it?
If they are renting the ice then they have essentially the same rights as if they owned it, and anyone who owns a rink or property of any sort can make the rules about who may enter. Therefore, regardless of whether their reasons are correct or not they have every legal right to prevent you from entering the premises and, if you enter after you are told not to it would be considered to be trespassing.

You can bring this before the board of the association if you like and say that they are breaching their own policy if they are.
