Can a Canadian Manufacturer enforce a retail price for one of their products sold to a Canadian retailer? Or are they only allowed to set a Manufacturers Suggested Retail Price (MSRP)?

There is no specific law with respect to this issue.

So what governs is the contract between the manufacturer and the retailer.

If the contract requires the retailer to sell at the MSRP then the retailer must. If the contract is silent then the retailer can sell at any price they choose.
