My son's college took a vote to see if adding an addition 365.00 to their tuition fees for bus passes for all students could be implemented. Number of votes: 1,198 (29.8% turnout)
Those in favour: 647 (54.0%)
Those in opposition: 551 (46.0%)
My son has a car so therefore, has no reason to use the transit system.
Can they legally impose this fee on us?

Yes they can unfortunately.

The school can impose any fees they like.

And there are often fees that all students don't use.

For example, some schools charge an activity fee for using the sports centre but all students do not use that service.
