neighbour keeps parking in shared driveway, there are 4 case numbers from city police and 1 from bylaw enforcement. what can or should I do next?

What you should do next is you should retain a lawyer to send the neighbor a letter essentially threatening a lawsuit.

The letter will state that it is in breach of your rights for the neighbor to park on a right-of-way and I assume that it is likely the case of the neighbor is also parking on your property which is trespassing and that you will proceed to court immediately if this ever happens again and you'll be seeking significant damages including your costs of the legal proceeding.
