A Court of Queen's Bench Order was ordered in July 2015 but it has yet to come back from the Courts as of today. When does the Order take effect? When it's ordered or when it's issued by the Judge?

Generally it is when the Judge makes the order.

It is hard to enforce it if that is the issue but it should be complied with at once unless the order provides otherwise.

It is a PN7 Intervention Order so the professional intervening doesn't have the Order yet. Should it be enforced before it's back from the Courts?

It should be if that is best but you need to order to have it enforced so go to the clerk at the courthouse and explain why the order has to be signed now.
