VerifiedYou can send the the agreement and have them sign in front of a witness and then send the agreement back to you.
If you are concerned about this not being done correctly you can ask for the to sign in front of a lawyer or notary.

A notary would be ideal for Ohio as that is really what a notary is for. They are most valuable for international legal issues.
The question about withholding tax is not a follow-up question so even if I knew the answer (which I actually don't) I could not answer it on this post.
