This is a very difficult situation because if the father shows up she is going to allege harassment and possibly call the police. But she is not considering the rights of the children to have contact and a relationship with their father and she is not considering their best interests. As well, she is abusing her authority under the order. It may be best for the father not to show up at the house but rather keep track of all attempts he makes to get in touch with her and how long it takes her to respond and then go back to court to seek an order that requires her to answer within a certain time frame and perhaps also gives her less discretion with respect to access.
