Once the offender is released on conditions, any conditions placed upon him would be binding in the US as well. For instance, if he were on conditions not to drink, and returned to the US and was found by police drinking in a bar, they could arrest him and charge him there for breaching the conditions of his release.
All states carry criminal legislation with regard to violations of criminally imposed conditions from another country, and if the violation would constitute a breach in that State, then the individual can be charged. If the offender violates the Canadian conditions, then this is an offence, which if it occurred in the US would also be an offence. As a result, police in the US are authorized to take action on it and lay charges there.
One of two things will occur upon his release. He will either be issued an Order to Leave within a certain time, or he will be escorted to a US port of Entry so that they can ensure he leaves. If he received an Order to leave and does not, they would charge him with a violation.

A US citizen convicted in Canada and required to register with the Sex Offender Registry would have to notify the Canadian National Registry if relocating outside of the Country and their requirements with regard to the Registry would continue in the US under the International Transfer of Offenders Act.
They would then be put on the US Registry and have to report in the State that they relocated to.
