In order to assist you, I did some research of my own with regard to this specific issue. While I have a fair bit of knowledge in immigration law, I was not comfortable enough with the actual point system and job bank program to answer your question at the time and wanted to release the question in hopes that you would get an answer quicker. Unfortunately, it would appear that my colleagues were also unfamiliar with this program.
As I indicated, I conducted some research of my own into this issue. I can advise that based upon that research, in order for an applicant to be credited with the appropriate points for an employment opportunity, the employer must register this position with the Job Bank and it must remain posted for a minimum of 30 days, to see if there are any Canadian or Permanent Residents who would be qualified. Thereafter, if there are no qualified Canadian or Permanent Resident applicants, the employer can then make it available to a qualified foreign national applicant. They would be required to submit an Labour Market Impact Assessment for review and approval by the ESDC. Once approved, the foreign applicant would then be granted the point credits on their application profile.
