Then he entered into a binding contract with you.
Verbal agreements are binding.
There was an offer and an acceptance. There was a meeting of the minds.
Consideration was to pass.
He cannot change his mind.
This is a legal contract and he simply does not have the option.
You can sue him to compel him to complete the contract or for damages.
I suggest you or a lawyer sends him a letter by Registered Mail setting this out clearly.
