Are you saying your husband is now going to try and renew his PR card?

As he is a PR you are no longer sponsoring him so you cannot get his PR status taken away.
And, even though he was not in Canada, Canada Immigration treats him as if he was for residency purposes as he was accompanying a Canadian citizen spouse.
So at this point this is not an immigration matter.
If he was charged with attempted murder then call the RCMP.
Tell them the facts, provide documentary proof that he was charged and state you believe he is going to flee Dubai and is going to harm you in Canada.
Ask for their protection.
And tell the police in Dubai as well.
And, even though he was not in Canada, Canada Immigration treats him as if he was for residency purposes as he was accompanying a Canadian citizen spouse.
So at this point this is not an immigration matter.
