If you were accompanying a Canadian citizen spouse then the time outside of Canada applies as if you were inside Canada for PR status.

So you can apply for your PR card to be renewed now. And you will need to prove that your husband was with you.

But you will lose your PR status if you don't maintain during this next 5 year period so if you are away without your husband you will not be able to renew again.

You cannot apply for Canadian citizenship because you've been living in Mexico.

You can apply after being in Canada for 1095 days in the 4 years immediately preceding the application.
