From what you describe, it would appear that you could very likely have a claim against the owner of the dog, particularly if this is a chronic or recurring problem.

Loss of income is only one claim that could be made. Future care, pain and suffering, psychological damage, punitive damages could also be awarded since this is not the first time and the owner sounds like he is negligent for allowing this dog to run at large and attack, knowing it has done so in the past

Absolutely you are entitled to recover any loss incurred through another person's negligence
