There are two separate issues here. When you separate your ties from Canada that is essentially for tax purposes. But you are never going to be giving up your Canadian citizenship and so you can always enter Canada at will.

When a Canadian citizen severs his/her ties with Canada that is so the person no longer have to pay taxes in Canada and no longer have to file a tax return each year. If you remove all of your assets from Canada and just coming to visit (for under 180 days a year) then you can say that you have severed all your ties Canada and then will no longer need to file a tax return. You could always come back to Canada as that is because you are still a citizen and hold all the rights that any Canadian citizen has.

You cannot access healthcare by paying taxes. You must be physically present in the province for a specified number of days a year(that is a calendar year) to be able to maintain your health care.

I don't know what that is off the top of my head but I can check those number of days if you like. It'll just take me a couple of minutes.

Whether you sever all ties with Canada or not you are still entitled to your pensions.
