Probably there is little that can be done regarding the agreement between your mother and the other two, for several reasons.

A agreement regarding sale of land must be in writing to be enforceable. Arguably this is a side agree,net about the price of land, not the sales agreement itself, but likely they will raise such arguments in defence, and those could be accepted. Also, even if the verbal agreement is valid, it must still be proven to exist and what exact terms were agreed. That can be difficult if the other two remember things differently from your mother or dispute what she says. Finally, there has to be some consideration to make an agreement enforceable. It is not clear what would be traded or exchanged or so on by an agreement to all get the same price.

And in any event, hat is an agreement between your mother and the other two-it is not an agreement made with the buyer. So your mother would not likely be able to try to void the sales contract with the buyer on the basis that her side agreement with the other two sellers was breached.

So if your mother refuses to go forward with the sale, she could be sued. There are two possible outcomes if the buyer successfully proves this was a breach of contract. He can seek performance of the contract, requiring your mother to complete the sale.
