Can the municipality go back to 2008 and bill you for water…

It started in 2011 when the town was installing water meters,both myself and my brother whom has a summer home on the same street tried to get the water meters installed on the same day to save one of us a*****(2.5hours each way.) The towns water people told me that i could not get one because my house was not on the list.The next year 2012 while I was up there doing some work one of my neighbours told me I had a couple of months left to install the water meter if I wanted the town to pay for it.The next week or two later I hired a plumber and called the local inspector to set an appointment for both the installation and inspection.About two weeks later I received a penalty of $243.00 per month for two and a half months for not having a water meter. When I began to fight with them and they saw that I was wright,they started looking for any reason they could to make me pay.But i kept on fighting so they brought it to council and decided to knock off $175.09 through a resolution.This was on Oct.02/2012.Although I was not happy I decided to pay because i was tired of dealing with a bunch of TURKEYS. Then on Nov.02/2012 The lady at The Town of South Bruce Peninsula (where I pay the water bill) Decided to cause more trouble and brought it up at council again saying she made a mistake, and that she wanted the penalty reversed,And so majority voted and the changed their minds again.Her reason was because the roughen plumbing inspection was done in 2008 and not the date she previously thought. I spoke to other inspectors from a near by town(Walkerton) And he told me that something similar happened there and when it got to court the judge awarded the home owner all his money back.The court that I will be going to is small claims court and it to happens to be in Walkerton.Ontario.So you see the town got itself in trouble by not knowing what they are doing. Every home owner in Sauble beach that had water passing in front of their home was already hit with a $9000.00 bill spread over 10 years on our taxes,my self included.Ive always had to pay $34.58 bi monthly as soon as I bought the lot.They just last month passed another law starting Jan. 1rst 2013 where we will now pay $105.00 per month plus the water we use.And to top it off they are charging me about $4300.00 dollars a year in taxes,but because I dint pass my last inspection I do not have an occupancy permit,and was told i cannot live there yet.
