The problem you may face is whether you misrepresented yourself when you applied for permanent residence. If it is determined that you never intended to live in the PEI, then you could become inadmissible as you would not have been entitled to permanent residence. However, if you always intended to live in PEI but was unable to do so because you could not find a job, then you probably did not misrepresent yourself.
If you did not misrepresent yourself, you probably qualify for citizenship after residing in Canada for 3 years.
You may want to consult with an immigration lawyer to look over your situation to make sure that you will not be found to have misrepresented yourself. You should probably get a lawyer to make the application for citizenship as well.
You should also see whether it would be possible to get back your $25,000. This seems like a lot of money to lose for not living in PEI.
