Both the CRA and the creditors are entitled to the RRSP even though they do not form part of the estate.

Your father cannot even in death transfer assets to defeat creditors.\

So tell your sister not to spend any of the money as she won't be able to keep it and they will go after her personally.

You can pay off the funeral expenses with the death benefits but the remainder, if any goes to taxes and creditors.
