This will depend on the exact parking policy and bylaws in place. You want to review those in detail as a starting point.

Does the policy give a "magic number" as you call it as to how much one visitor can use a spot before there is a violation? If so, how is the Board/Property Manager proving that you exceeded that? If it is just from the visitor's log, is this accurate? Has it been changed by anyone else? Was your boyfriend actually driving his car and using visitor parking each time he visited, and for the full times that he was in the log? Did he forget to sign out for example, making it seem like he was there a longer time?

If the policy has some general language, such as "using the visitor parking an unreasonable amount" or "excessive amount", then there is an argument that your boyfriend's use was not unreasonable or excessive. In that regard it might help if you can prove that there was other visitor parking available whenever (or as much as you can show) he was using it. If there were other spots open, and no one was inconvenienced in not having a spot for their visitor, it would be harder to conclude his use was unreasonable.

Check the policy or bylaws to see how they are allowed to impose a penalty, or how long you have to pay. Is this set out in the policy? Are they correct in saying it is $250.00, with just two weeks to pay? Or is there some leeway or discretion allowed? If there is, you can ask the Board to reconsider the penalty given that there was no warning of the violation before, and this is the first alleged infringement of the policy.

You could also check to see if the parking policy or bylaws are validly in force. This is a bit of work for sure and not likely to pay off, but it is an idea. If for example a review of the minutes of the Board when the parking policy was voted on or put in force shows that the Board lacked the proper number of members to vote, or there was some other irregularity, then maybe the parking policy is invalid and you could not be penalized under it.
