Yes, it is possible to appoint a person for such a transaction.
However, it is possible that the Notary will not allow a third party for a major real estate transaction and that the buyer will need to come to Quebec to buy the building.

A major transaction would be more than 5 million dollars and money coming from out of the country via bank wire.
If the money is getting transferred to the Notary's Trust fund from Quebec, then the seller can give power of attorney to someone to make the sale.
The notary will probably call the seller to verify the validity of the transaction and there should not be any problem.
