As a step-father who has lived with your son for 10 years and helped raise him really this is about your son's rights to maintain a relationship with his step-father.

A Court would make any decision relating to custody or access based on what it considers to be in the best interests of your son and there would have to be very compelling evidence before a Court would consider severing access rights.

In fact, if the step-father wants joint custody and can show this is best for your son the Court would award that.

So I suggest that if you do not agree with what the step-father wants that you better consult with a family lawyer right away.
