I am in Toronto as well and have to go to bed.
I wanted to leave you a few questions to answer.
I will then answer you in the morning.
Are you a tenant or an owner?
As far as you know is she a tenant or an owner?
Does she live alone?
Have you reported these incident and if so to whom and what was the result?
Who paid for the damage from the flood?

She is denial because that's part of the symptoms. That's not legal advice of course but know this from watching my father.
In any event, you have the right to quiet enjoyment of your home.
So sadly it may be the case that the Board will need to seek to evict her.
She is a danger to herself and to you and others.
Also, it's not necessarily the case that you should call your insurers.
She should be paying for this.
So I would both speak to the management company but also consider writing a letter to the Board, to the attention of the secretary explaining what happened and indicating that she needs to be evicted unless something can be arranged such as a live-in caregiver.
Her family may step up when they hear what is happening.
