VerifiedA SIN number does not prove permanent immigrant status.
It's odd that you are allowed to vote without being a citizen though.
There is no way you can get citizenship without these documents unfortunately.

But there is no clear answer and you are misunderstanding the law to some degree.
Everyone who works in Canada pays taxes. That is even true of a foreign worker who is on a temporary work permit.
Anyone can get married in Canada.
Anyone can but a house in Canada or have children in Canada.
None of this is proof of citizenship or of PR status.
And they are saying you need proof before they wil accept that you have this status.
I would suggest retaining an immigration lawyer.
What you can do to find a lawyer is one of the following things.
You can contact the Law Society and use their Lawyer Referral Service. You will be given the name of a lawyer and can consult with the lawyer and the first half hour will be free.
Or you can check on a site called lexpert. This is a legal directory of leading lawyers and law firms throughout Canada and is well-respected by the legal community.
