No. Honda USA has a right to impose restrictions on their dealers as to whom they sell to and for what purpose. There is no illegality in this practice since, ultimately, Honda US and Honda Canada are owned by Honda and they can make such determinations as to trade areas.

There are also some practical considerations that makes this a less appealing option. First, you're going to have to pay the fees at the border AND your warranty could be affecteded (so you'd have to read the terms of the Honda USA warranty) because it is possible that some of the equipment included (or excluded) in US cars may not meet the Canadian safety standards. Admittedly, I would doubt that would be the case in a car that is sold in both countries but there is prescedent for this (for example, Mitsubishi's Lancer Evo cannot be sold in Canada even though the Lancer was sold in both countries, the Pontiac GTO was illegal in Canada as have a number of other cars). You'll have to ensure that there are no changes to the vehicle that would have changed signigicantly (generally look to safety issues such as different bumpers).

Finally, you should also consider resale value since a 'grey market' car will almost always have a lower resale value with the only real exception being really exotic vehicles that were simply never available in Canada to begin with.
