I don't know the laws in Saudi Arabia.
In Canada she could not leave the country without a Court Order if the father would not consent.
I think the best thing you can do for her is to retain the best lawyer you can afford in Saudi Arabia.
And I would also try and go back to the Canadian Embassy and say you believe she and the children are in physical danger from this man and need protection.
