The 10-year prohibition that he may face (there are 3-year, 10-year and indefinite reentry prohibitions so it would really depend on why he's being deported) in the United States will affect his right to enter Canada temporarily but not as a Permanent Resident subject to a spousal sponsorship. So you may be able to sponsor him.

HOWEVER, what MAY affect his right to enter Canada is the basis for that deportation order. So, for example, if he's being deported due to criminal activity in the United States, he would be deemed Criminally Inadmissible to enter Canada regardless of the basis for entry (and he would need to apply and be approved for "Rehabilitation" with Citizenship and Immigration Canada). Depending on the basis for the deportation the time required for him to qualify for rehabilitation can be quite lengthy and even longer than the 10-year prohibition itself.

You're going to need to retain a Canadian Immigration Lawyer to discuss the case in detail and guide you through the process (since, this being a public site, you don't have confidentiality which will be needed for this discussion to fully vhette your options).
