The only way you can know if the landlord is telling you the truth is to call by-law enforcement and ask.
By-laws, especially those relating to safety do change all the time. I can't know what by-laws have changed over time.
By -law enforcement can let you know.
In terms of evicting for renovations, he doesn't need a legitimate reason to renovate though.
The landlord can evict you if the landlord plans major repairs or renovations that require a building permit and vacant possession.
