Hello,
Your daughter will need to retain a lawyer in Mexico whose courts would have jurisdiction over the marriage at this point. Even though the marriage had occurred in Canada, as she has been and remains resident in the country their courts would have appropriate jurisdiction.
There is a difference in Mexico between lawyers (abrogados) and a group of civil servants known as "notarios" (not to be mistaken with individuals in Canada and the United States who claim to be "notarios" but are merely fraudsters OR with "notaries") who, in the Mexican judicial system, have authority to effect many judicial processes. Your daughter will need a lawyer (abrogado) but a notario's assistance will likely also be necessary. Rules over divorce, custody and the like are administered within the various States in Mexico, so she will need to reach out in her community and find representation.
